Australia likes to get involved in military adventures with America but does not like to invest in it's own citizens health and welfare.
Having them caged is cheaper and easier as they don't bark back like other countries citizens do.

"Alexander Zverev was asked about Frenchman Ugo Humbert testing positive following his first-round defeat to Richard Gasquet. Zverev answered he believes more players would be confirmed positive if the tournament had a tighter testing regime.
"I think this year in Australia is a lot more cases than last year, simple as that. And we are allowed to go outside to eat, allowed to do whatever we want, so I think its natural that more people get COVID," Zverev told reporters.
"I think quite a few players had it when they arrived. Quite a few players I think have it now. We are not getting tested, so I think if we would get tested there would be probably more positives than there are now, in a way."

1. It is the middle of summer.It is very hot. Most people are at the beach.
2. The people have lots of money,they can afford to take a month or two off.
3.There are 30 million people in Australia...yet LESS than 3000 have died from the virus
4. The Australian government is not perfect....but they are still doing a better job than 99% of other countries
